On September 19, the "2025 Chengdu State-owned Assets & State-owned Enterprises (SOEs) - Commercial Association Chengdu Industrial Cooperation and Exchange Event" was successfully held. The event was co-hosted by the State-owned Assets Supervision and Administration Commission of Chengdu Municipal Government, the Chengdu Private Economy Development Promotion Center, and the Commercial Association Chengdu. During the event, three lists were released, namely the List of Cooperation Intentions of Chengdu Municipal State-owned Enterprises, the List of Capabilities of Chengdu Municipal State-owned Enterprises, and the List of Cooperation Intentions of Member Enterprises of Commercial Association Chengdu.

Leaders in attendance included Wang Junkun (Member of the Working Committee of the State-owned Assets Supervision and Administration Commission of the Communist Party of China Chengdu Municipal Committee, Member of the Party Committee of the Chengdu Municipal SASAC, and Deputy Director of the Chengdu Municipal SASAC), Chen Yang (from the General Support Department of the Chengdu Private Economy Development Promotion Center), Shi Jun (Rotating President of the Commercial Association Chengdu and Chairman of JUSTGOOD) and Cheng Yifeng (Vice President of Continental Hope Group). A total of 335 participants joined the event, consisting of 199 representatives (including leaders in charge, company heads, and relevant personnel) from 16 municipal-level first-tier SOEs and 103 second and third-tier subsidiaries, as well as 136 representatives (including company heads and relevant personnel) from 77 member enterprises of the Commercial Association Chengdu.

Wang Junkun, Member of the Working Committee of the State-owned Assets Supervision and Administration Commission of the Communist Party of China Chengdu Municipal Committee, Member of the Party Committee of the Chengdu Municipal SASAC, and Deputy Director of the Chengdu Municipal SASAC, stated that this marked the 4th session of the event, and since the launch of industrial cooperation and exchanges between Chengdu's state-owned assets, SOEs, and the Commercial Association Chengdu in 2022, it was the largest in scale, with the most participating enterprises and attendees to date.

The conference fulfilled requirements in four aspects: first, earnestly advancing the initiative of "Reaching 10,000 Enterprises, Solving Difficulties, Optimizing the Environment, and Promoting Development"; second, utilizing the "Rongyi Jian" (Easy Meeting in Chengdu) mechanism to bring together representatives from municipal SOEs and Rongshang private enterprises for collaborative discussions on cooperation; third, highlighting the concept of "Scenario Innovation, Infinite Opportunities" to encourage enterprises to seize opportunities, connect resources, and achieve common development; and fourth, advancing the "Hundred Sessions for Ten Thousand Enterprises" campaign while actively implementing the national policy decisions and arrangements for promoting integrated innovation among large, medium, and small enterprises.

Based on a review of the impressive cooperation achievements made in the past and an analysis of the current situation, suggestions were put forward to advance higher-quality cooperation between the two sides. First, uphold "Equality": abandon the notion of judging an enterprise's strength by its ownership type and focus instead on its actual capabilities and development essence. Second, embrace "Respect": SOEs and private enterprises should respect and learn from each other to build an equal cooperative relationship. Third, strengthen "Interaction": both sides should enhance engagement in areas such as industrial chain coordination, market expansion, and technological innovation to leverage their complementary advantages. Fourth, pursue "Mutual Benefit": prioritize benefit-sharing and win-win development to promote the exchange and integration of superior resources. Fifth, emphasize "Standardization": during exchanges and cooperation, both parties must strictly adhere to behavioral, process, and decision-making standards to ensure the smooth and steady progress of cooperation. Sixth, maintain "Sustainability": establish a long-term communication mechanism that goes beyond conference formats to drive the stable and long-term development of cooperation.

Deputy Director Wang Junkun stated that the Chengdu Municipal SASAC will continue to work with the Commercial Association Chengdu to build a high-quality cooperation platform featuring resource sharing and complementary advantages. This platform will effectively promote the coordinated development of enterprises and actively contribute to the high-quality economic development of Chengdu.

Shi Jun, Rotating President of the Commercial Association Chengdu and Chairman of JUSTGOOD, reviewed the cooperation achievements between SOEs and private enterprises over the past three years. Focused on the goal of "building industrial clusters and strengthening industrial chains", the two sides have collaborated in key fields such as science and technology, supply chains, industrial parks, digital transformation, and green low-carbon development, achieving resource sharing and mutual benefit. SOEs have played a leading role and leveraged their resource advantages, while private enterprises have contributed their flexibility and innovation capabilities.

It is hoped that all Rongshang entrepreneurs will continue to carry forward the entrepreneurial spirit, focus on innovation to enhance competitiveness, strengthen the connection of multiple elements (including capital, technology, and markets) with SOEs, and jointly explore new projects, build a new ecosystem, and achieve a win-win future.

Mao Ke, Secretary of the Party Committee, Vice President and Secretary-General of Commercial Association Chengdu, delivered a report on the cooperation and exchange achievements between Chengdu's state-owned assets, SOEs, and the Commercial Association Chengdu, with the theme of "State-Owned Enterprises and Private Enterprises Advancing Hand in Hand to Boost the Building of Industrial Clusters and Strengthening of Industrial Chains".

Since June 2022, Chengdu's municipal state-owned assets, SOEs, and Rongshang private enterprises have moved from their "initial cooperation" to "in-depth synergy". Aligning with the Chengdu Municipal Party Committee and Municipal Government's strategies of "building industrial clusters and strengthening industrial chains" and "improving quality and efficiency", and staying true to the core missions of SOEs and private enterprises, the two sides have achieved resource complementarity and advantage aggregation.

As of now, there have been 52 cooperation projects between Chengdu's municipal SOEs and enterprises under the Commercial Association Chengdu, with a total cooperation amount exceeding CNY 4.5 billion, covering 45 enterprises of the Commercial Association Chengdu. A total of 10 first-tier groups of municipal SOEs have participated in the cooperation, involving 17 of their subsidiaries. In terms of the time distribution of projects, there was 1 project in the second half of 2022, 12 in 2023, 18 in 2024, and 21 from January to August 2025. This shows an overall positive trend of expanding scale year by year and deepening cooperation. The cooperation covers multiple key industries such as biomedicine, low-altitude economy, rail transit, new materials, and financial services, demonstrating the prominent characteristics of "leading enterprises driving development, long-term deepening of cooperation, and multi-field synergy".

In the joint development of new-quality productive forces, the two sides have broken down innovation barriers in key industries such as electronic information and intelligent manufacturing, with "industry-academia-research-application" collaboration serving as the link. Typical cases include Bank of Chengdu launching the "Rongshang Loan" financial service product for enterprises under the Commercial Association Chengdu, providing a special credit line of CNY 360 million to the first batch of 18 enterprises. Additionally, multiple SOEs and private enterprises have jointly developed projects such as intelligent public transport management systems and digital platforms.

In the joint effort to forge a new development pattern, SOEs and private enterprises have broken traditional boundaries and established a new normal of complementary advantages. Leveraging their strengths in resource integration, SOEs have opened up market space, encouraged private enterprises to participate in urban renewal and livelihood projects, and injected sustained impetus into economic development.

Regarding future cooperation, the report put forward three suggestions: first, build an industrial chain ecosystem featuring coordinated development and win-win outcomes; second, promote the synergy of management models between SOEs and private enterprises; third, explore a new model of complementary advantages in joint innovation, characterized by "state-owned capital leadership, private enterprise participation, and university support".

Looking ahead, the Commercial Association Chengdu will continue to play its role as a "bridge and link". It will build more connection platforms, improve cooperation mechanisms, solve practical problems, and promote the full integration of the "stability" of state-owned assets and the "vitality" of private enterprises, thereby jointly contributing to the high-quality development of Chengdu.

Exchanges and Speeches by Representative Enterprises of the Commercial Association Chengdu

Chen Jing, Secretary of the Party Committee and President of New Hope Property Service Group Co., Ltd., gave a promotion and sharing session themed Uniting Hearts and Efforts for the Prosperity of Rongcheng (Chengdu). She introduced the local listed company's comprehensive solutions in the collaborative digital intelligence of "AI + Robots + Humans", shared experiences in investment attraction, operation, and supporting services for business formats such as industrial parks, commercial buildings, commercial blocks, and cultural tourism parks, and presented specific cases of cooperation with various enterprises in single projects or large-scale areas.

Liu Yang, Chairman of Sichuan Shine Aerial Service Technology Co., Ltd., delivered a promotion and sharing session titled UAV Low-Altitude Application Scenario Development and Digital Operation Integration System. He focused on introducing ShineTech's low-altitude application pilot test platform, low-altitude infrastructure construction, as well as the successful cooperation models and promotion cases with local SOEs.

Li Xia, Chairman of Sichuan Zhongxin General Electric Power Co., Ltd., conducted a promotion and sharing session focusing on the company's development overview and core advantages. She presented the company's capabilities in areas such as virtual power plants, intelligent operation and maintenance platforms, intelligent green energy full-scenario digital transformers, and photovoltaic/energy storage step-up integrated cabins.

Exchanges and Speeches by Representatives of Chengdu Municipal State-Owned Enterprises

Liu Li, Deputy General Manager of Chengdu Industry Investment Group (CDIG), exchanged views on deepening cooperation between SOEs and private enterprises. She introduced that in response to Chengdu's major strategies such as "building industrial clusters and strengthening industrial chains" and "scientific and technological achievement transformation", the Group has developed a "1 + 4" core business system. With industrial manufacturing as its core business, the system is supported by four key areas: industrial investment, industrial carriers, industrial finance, and industrial services, all aimed at supporting the industrial development of Chengdu. She also shared the Group's cooperation achievements with private enterprises in areas such as industrial investment fund management and park services, including providing over CNY 10 billion in fund investment, 300,000 square meters of carrier space services, and computing power and financial services to private enterprises. Additionally, she expressed the willingness to deepen cooperation and jointly promote development.

Huang Jiankun, Deputy General Manager of Chengdu Public Transport Group Co., Ltd., exchanged views and shared insights on the topic of cooperation between SOEs and private enterprises. He focused on introducing the Group's practical cooperation with a number of private enterprises during its public transport transformation. Typical cases include joint efforts with automobile enterprises such as XEAZON New Energy Vehicle and Yinlong New Energy Vehicle to promote the operation of pure electric public transport, and collaboration with DOBE Group to build China's first public transport cultural industrial park. These cooperations not only reflect the positive trend of transformation and upgrading in the public transport industry but also effectively promote the healthy development of industrial chains such as Chengdu's new energy vehicles. Looking ahead, the Group will continue to focus on fields including integrated travel, new energy vehicles, public transport TOD (Transit-Oriented Development), and intelligent connected vehicles. It will deepen all-round cooperation with more outstanding private enterprises, jointly build a new ecosystem for coordinated development, and contribute to Chengdu's "industrial cluster building and chain strengthening" and high-quality economic development.

To enhance the accuracy and effectiveness of collaboration, after conducting in-depth pre-meeting research on enterprise demands, the conference innovatively adopted a "main venue + sub-venues" model. Themed sub-venues were set up focusing on three popular fields: new consumption, green low-carbon development, and digital economy. This initiative aims to promote deeper and more efficient business cooperation between the two sides.

Themed Session on "New Consumption"

The exchange group for the "New Consumption" theme focused on key industrial sectors including industrial parks, urban renewal, low-altitude economy, cultural tourism and cultural and creative industries, biomedicine, silver economy, human resources, investment attraction and operation, and modern logistics. It organized exchanges and cooperation between Chengdu's municipal SOEs and private enterprises.

This sub-venue invited Chen Jing (Secretary of the Party Committee and President of New Hope Property Service Group) and Jemin (Full-time Deputy Secretary of the Party Committee and Chairman of the Labor Union of Chengdu Yimin Investment Group Co., Ltd.) to co-host the session.

Thematic Session on "Green and Low-Carbon Development"

The exchange group for the "Green and Low-Carbon Development" theme focused on key industrial sectors including new energy, new materials, and ecological environmental protection. It organized exchanges and cooperation between Chengdu's municipal SOEs and private enterprises.

This sub-venue invited Li Xia (Chairman of Sichuan Zhongxin General Electric Power Co., Ltd.) and Song Bowen (Deputy General Manager of Chengdu City Construction Investment & Management Group Co., Ltd.) to co-host the session.

Thematic Session on "Digital Economy"

The exchange group for the "Digital Economy" theme focused on key industrial sectors including artificial intelligence (AI), software and operating systems, fintech, satellite internet, and integrated circuits. It organized exchanges and cooperation between Chengdu's municipal SOEs and private enterprises.

This sub-venue invited Liu Yang (Chairman of Sichuan Shine Aerial Service Technology Co., Ltd.) and Liu Li (Deputy General Manager of CDIG) to co-host the session.

After the conference, representatives of Rongshang entrepreneurs and SOEs in attendance all stated that the conference was highly successful. It not only had a large scale and innovative format but also achieved remarkable results. The "main venue + sub-venues" model ensured in-depth communication and smooth exchanges, effectively enhancing the effectiveness of collaboration. Everyone expressed the hope that taking this event as an opportunity, they would leverage the cooperation platform jointly built by the Chengdu Municipal SASAC and the Commercial Association Chengdu to strengthen project connection, strive to facilitate more high-quality project cooperations, and actively contribute to the high-quality development of enterprises.
