To thoroughly study and implement the spirit of the Seventh Plenary Session of the 12th CPC Sichuan Provincial Committee, gather the wisdom and strength of the overseas Chinese community to serve the overall national strategic situation, and help Sichuan's competitive industries as well as its famous, high-quality, characteristic and innovative products expand into international markets and further integrate into the joint construction of the "Belt and Road Initiative", the Sichuan Federation of Overseas Chinese Entrepreneurs convened the 4th Presidents' Meeting of the 2nd Session cum Exchange Meeting on Overseas Chinese Assisting Thousands of Enterprises and Ten Thousand Products to Go Global on June 27.

Yang Dong, Secretary of the Party Leadership Group and Chairman of the Sichuan Provincial Returned Overseas Chinese Federation, Huang Hao, Member of the Party Leadership Group and Vice Chairman of the Sichuan Provincial Returned Overseas Chinese Federation, and Xue Shuihe, Vice Chairman of the Sichuan Provincial Returned Overseas Chinese Federation and President of the SFOCE, attended the meeting and delivered speeches. Peng Bing, Vice Chairman of the CPPCC Luzhou Municipal Committee, gave an investment promotion presentation. Yu Wenbin, Secretary of the Party Committee of the Sichuan Provincial Returned Overseas Chinese Federation, Second-Class Inspector, and Vice President cum Secretary-General of the SFOCE, presided over the meeting. Niu Jinjian, Deputy Secretary-General of the Sichuan Provincial Returned Overseas Chinese Federation, attended the meeting.

Executive Vice Presidents Chen Bin, Zhang Jun, Fang Guanghua, Zheng Yanxiang, Lin Zeguang, Chen Biao, Liang Shuangqing, and Li Xiaolan; Vice Presidents Tu Aiyin, He Tongzhi, Yan Peng, Zheng Qiang, Zeng Aiguo, Yang Li, Wu Yong, Chi Jinshu, Guo Xian, Tang Fajie, Tang Hao, Sun Qixuan, Xiong Guangxing, Xu Yaozhong, Wang Meichao, and Ruan Xin; proposed additional Vice President Liu Qijia; representatives of some vice presidents' enterprises of the SFOCE; heads of departments of the Sichuan Provincial Returned Overseas Chinese Federation; and Jiang Yongqiang, Secretary of the Party Leadership Group and Chairman of the Luzhou Municipal Federation of Returned Overseas Chinese, and over 70 participants in total attended the meeting.

The meeting specially conveyed and studied the spirits of the central committee and provincial party committee conferences, unified thoughts and clarified that serving the overall national strategic situation, deeply integrating into the joint construction of the "Belt and Road Initiative", and promoting Sichuan's competitive industries and famous, high-quality, characteristic and innovative products to "go global" are the core directions of the current work. The meeting reviewed and approved the membership supplement plan, and further strengthened the capacity of the Sichuan Federation of Overseas Chinese Entrepreneurs in serving the initiative of "Thousands of Enterprises and Ten Thousand Products Going Global".

Chairman Yang Dong conveyed and in-depth interpreted the spirit of the Seventh Plenary Session of the 12th CPC Sichuan Provincial Committee, and put forward the following requirements: First, we should strengthen confidence, seize the momentum, and demonstrate the new responsibilities of overseas Chinese entrepreneurs in serving the overall national strategic situation. We must deeply grasp the general trend of Chinese-style modernization and Sichuan's unique advantages as a national strategic hinterland, and firmly strengthen confidence in developing in Sichuan. We should give full play to the unique advantage of overseas Chinese entrepreneurs in connecting China and foreign countries, actively participate in the "Overseas Chinese Assisting Thousands of Enterprises and Ten Thousand of Products to Go Global" initiative, promote Sichuan's products, technologies, services and brands into the vast markets along the "Belt and Road Initiative", and realize the synergy between our own undertakings and Sichuan's development. Second, we should focus on Sichuan, deepen cooperation, and contribute new strength of the overseas Chinese community in helping promote modernization. We need to focus on Sichuan's competitive industries, especially the booming cultural and tourism industry as well as the famous, high-quality, characteristic and innovative products with "Sichuan branding". The SFOCE should effectively integrate advantages in capital, technology, talents, information, management and global network of contacts, actively engage in the "Thousands of Enterprises and Ten Thousand Products Going Global" initiative, assist Sichuan in cultivating new productive forces, and contribute the strength of the overseas Chinese community to writing the chapter of Chinese-style modernization in Sichuan. Third, we should optimize services, take active actions, and act as a solid backing for the development of overseas Chinese entrepreneurs and their enterprises. Assisting overseas Chinese in the "Thousands of Enterprises and Ten Thousand Products Going Global" initiative and promoting investment and entrepreneurship are important measures to serve the domestic and international dual circulation. Both the All-China Federation of Returned Overseas Chinese (ACFROC) and the Sichuan Provincial Returned Overseas Chinese Federation attach great importance on this initiative, and will integrate domestic and international resources, arrange dedicated teams to assist enterprises expand overseas markets, and truly achieve the principle of "responding to the calls of overseas Chinese, meeting the needs of overseas Chinese". We will actively connect resources within the province, create a reassuring, secure and conducive development environment for overseas Chinese entrepreneurs to invest and operate in Sichuan, and work together to promote more high-quality Sichuan products to overseas.

Peng Bing, Vice Chairman of the CPPCC Luzhou Municipal Committee and Chairman of the Luzhou Municipal Committee of the China Democratic National Construction Association, delivered a special promotion speech focusing on Luzhou's industrial development status and key investment carriers, showcasing local development opportunities to the overseas Chinese entrepreneurs attending the meeting. He noted that Luzhou is taking "hub economy + liquor industry genes" as its dual engines and driving growth through four key initiatives of "project breakthroughs, urban renewal, consumption stimulation, and industrial upgrading", accelerating its development into the Southern Wing Growth Pole of the Chengdu-Chongqing Urban Agglomeration. He also extended a warm invitation to overseas Chinese entrepreneurs to focus on Luzhou's key fields such as green chemicals, nuclear medicine, liquor-tourism integration, and urban village renovation, so as to share the superimposed dividends of policies and resources.

Vice Chairman Huang Hao expressed his hopes for the work of the SFOCE: Strengthen political guidance, guide members to deeply understand the spirit of major decisions and arrangements made by the Central Committee and the Provincial Party Committee, integrate enterprise development into national and Sichuan strategies, and identify the entry points for participating in the "Thousands of Enterprises and Ten Thousand Products Going Global" initiative; Enhance service efficiency, accurately identify enterprises' challenges and needs in "going global", and provide policy interpretation, information consultation, risk warnings and legal assistance; Build cooperation platforms, promote resource sharing among members, connect with governments, financial institutions, research institutions as well as domestic and overseas chambers of commerce and associations, and facilitate the export of Sichuan products and the introduction of resources; Improve working mechanisms, strengthen self-construction, optimize governance, enhance the professional competence and execution capabilities of the secretariat, and boost the cohesion, influence and combat effectiveness of the SFOCE.

President Xue Shuihe outlined requirements regarding the work of the SFOCE 's Secretariat: First, consolidate the foundation of member services, establish a "Policy Direct Express" mechanism, strengthen the Secretariat's function as a "Super Connector", build a closed-loop system for rapid response to member needs, and provide substantive support in key areas such as financing, markets, talent, and technology. Second, deepen targeted services for enterprises, with the Secretariat taking the lead and the President's team participating in in-depth industry-specific surveys of enterprises, establishing a "one enterprise, one file" system to precisely understand their needs; build a “resource sharing pool” within the Chamber to promote the efficient circulation of advantageous resources. Third, expand the global cooperation network. Make full use of overseas contact networks to collect global project and market information, and serve members in "going global" through targeted matchmaking meetings, business delegations, and online project databases. Focus on organizing participation in the "World Chinese Entrepreneurs Convention" in Macau in November and Hong Kong-Macau exchange activities, so as to promote cross-industry cooperation in exploring international markets.

【Wisdom of Overseas Chinese Entrepreneurs: Practical Tips for Navigating Global Ventures】

The core session of the meeting focused on the theme of "Overseas Chinese Assisting Thousands of Enterprises and Ten Thousand Products to Go Global". Three leading overseas Chinese entrepreneurs with rich international experience were invited to share insights in depth, providing Sichuan enterprises with a "pitfall-avoidance guide" and "growth navigation" for expanding into international markets.

Executive Vice President Chen Bin, Co-founder and President of Continental Hope Group, shared his experience in building a "risk control pyramid" for heavy industry's overseas expansion. He emphasized the need to prioritize three-dimensional risk control in politics, law, and finance, and transform passive response into active defense through measures such as country risk rating, establishment of local compliance teams, and combined application of financial instruments.

Executive Vice President Zhang Jun, Chairman of Hong Kong Xinglida Group Industrial Limited, analyzed solutions to the "Three Major Pitfalls" in the localization of retail real estate. He proposed an "ultra-localization" strategy, which encompasses cultural integration, supply chain optimization, and business model innovation (such as "community malls + cross-border e-commerce pickup points"), aiming to achieve a transformation from "space sales" to "lifestyle operation".

Vice President Zeng Aiguo, Chairman of SICHUAN XILIN IM/EX CO., LTD., focused on the Russian market and summarized the "Three - Pronged" Strategy of "Certification Localization, Logistics Legal - Clearance and Channel Overseas - Chinese - Network Utilization". He emphasized solving local problems by utilizing local resources, and enhancing risk resistance capabilities through compliant operations and reliance on overseas Chinese business networks.

The three presidents unanimously emphasized that "globalization ≠ standardization". They pointed out that the key to successful "going global" lies in in-depth localization, risk control assetization, and leveraging overseas Chinese networks. It is essential to transform compliance systems and certification qualifications into competitive barriers, and make good use of the global overseas Chinese chamber of commerce networks to reduce the cost of information asymmetry.

This conference represents the relevant actions of the Sichuan Federation of Overseas Chinese Entrepreneurs to thoroughly study and implement the spirit of the Seventh Plenary Session of the 12th CPC Sichuan Provincial Committee and actively respond to the call of "Overseas Chinese Assisting Thousands of Enterprises and Ten Thousand Products to Go Global". It has deepened consensus and pooled strength. Participants at the meeting unanimously stated that the SFOCE will resolutely implement the decisions and arrangements of the Provincial Party Committee and the Provincial Government as well as the work requirements of the Sichuan Provincial Returned Overseas Chinese Federation. It will fully leverage its role as a bridge and bond, unite and guide overseas Chinese merchants to strengthen their confidence in development, and demonstrate new achievements and make new contributions of the overseas Chinese community in serving the overall national strategic situation, promoting Sichuan's competitive industries and its famous, high-quality, characteristic and innovative products to expand into the global market, and facilitating high-quality development of Sichuan.
