Sichuan Health Food Industrial Park Unveiled in Xinjin District Cao Lijun, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, Attends the Ceremony


On November 20th, the Sichuan Health Food Industrial Park was officially unveiled in Xinjin District. Cao Lijun, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, graced the unveiling ceremony with his presence. Also in attendance were relevant responsible comrades from the Department of Economy and Information Technology of Sichuan Province and the Sichuan Provincial Bureau of Economic Cooperation, Wu Hao, leading comrade of Chengdu Municipal People's Government, Cong Feng, Secretary-General of the CPC Chengdu Municipal Committee, as well as representatives from universities, research institutes, industry associations and enterprises in the health food field. Liu Yongyan, Chairman of Continental Hope Group, Liu Yongxing, Chairman of East Hope Group, Chen Yuxin, Chairman of West Hope Group, and Liu Yonghao, Chairman of New Hope Group, participated in the park's unveiling.

Prior to the event, Cao Lijun visited the Xinjin Health Food Science and Technology Innovation Center and briefed on the progress of Xinjin District in advancing the construction of the Sichuan Health Food Industrial Park. He emphasized that the Recommendations of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development, adopted at the Fourth Plenary Session of the 20th CPC Central Committee, includes a special chapter dedicated to accelerating the modernization of agriculture and rural areas. It explicitly proposes to "coordinate the development of technological agriculture, green agriculture, quality agriculture, and brand agriculture, and build agriculture into a modern large-scale industry". The Provincial Party Committee and the Provincial Government have designated the food and light textile industries as one of Sichuan’s key competitive industries with distinctive features, encouraging all regions to leverage their unique resource advantages and pursue a path of differentiated and characteristic development. The food industry, connecting farmlands to people’s dining tables and integrating the primary, secondary, and tertiary industries, stands as an enduring sunrise industry. It is imperative to thoroughly implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping's important instructions on Sichuan's development, and follow the deployment requirements of the Provincial Party Committee and the Provincial Government. We must establish a holistic perspective on agriculture and a broad outlook on food security, construct a diversified food supply system, better ensure the stable and safe supply of grain and major agricultural products, and contribute to building a higher-standard "Tianfu Granary" in the new era. Efforts should be made to promote the in-depth integration of scientific and technological innovation with industrial innovation, fully tap into agricultural science and technology resources, and make remarkable progress in enhancing value across the "grain-to-food", "livestock-to-meat", and "agriculture-to-industry" chains. This will further extend the industrial chain, elevate the value chain, and expand and strengthen the modern food industry system. We need to thoroughly implement the "Park Establishment and Full Occupancy" initiative, further optimize services, build platforms, and facilitate cooperation. It is essential to give full play to the leading role of flagship enterprises, intensify targeted investment promotion along the industrial chain, accelerate the aggregation of more "pillar enterprises" and cultivate more "rising stars", thereby comprehensively improving the development level and quality of the park. Strict oversight must be exercised at every stage to strengthen the whole-chain supervision of food safety, effectively safeguarding the public's "safety on the dining table".

At the event, responsible comrades from the CPC Xinjin District Committee delivered speeches. Wu Wenfu, President of the Xinjin Green Industry Research Institute, and Liu Yonghao, Chairman of New Hope Group, delivered thematic presentations respectively. A project signing ceremony and a "Technology Vice Presidents" appointment ceremony were also held on site.

At 10:30 AM, the Sichuan Health Food Industrial Park and the Xinjin Green Industry Research Institute were officially unveiled. Located in Xinjin Economic and Technological Development Zone, Chengdu, Sichuan, the industrial park primarily focuses on two foundational supporting areas: high-quality grain and oil, and animal nutrition food; three growth-driven sectors: high-end meat products, healthy beverages, and leisure food; as well as emerging fields such as food and medicine homology, synthetic biology applications, and modern food equipment. It endeavors to construct a "2+3+N" health food industrial system. Currently, the park has attracted and nurtured over 100 enterprises, such as COFCO Group, Hope Food, and China Resources C'estbon. Led by academicians, the Xinjin Green Industry Research Institute is co-founded by renowned universities including China Agricultural University, Jiangnan University, South China University of Technology, Zhejiang University, Northwest A&F University, and Nanchang University. Enterprises and universities collaborate closely on technological research and collaborative innovation, accelerating the transformation and application of university research achievements within the park. Meanwhile, a Health Food Science and Technology Innovation Center has been established in the park, aiming to build a comprehensive sci-tech innovation platform integrating functions such as food industry technology R&D, achievement transformation, inspection and testing, talent training, and publicity and promotion.

  A responsible official from Xinjin Economic and Technological Development Zone stated that standing at a new starting point, taking the unveiling of the Sichuan Health Food Industrial Park as an opportunity, the zone will adhere to the strategy of being led by flagship products, supported by leading enterprises, empowered by major platforms, and driven by large-scale industrial cooperation. Through five years of dedicated efforts, it aims to host more than 200 health food enterprises with an industrial scale exceeding 30 billion yuan, striving to build the largest health food industrial park in Sichuan with the strongest innovation capability and national influence.

  Benefiting from Chengdu Xinjin's adherence to the service philosophy of "responding promptly to needs and refraining from unnecessary interventions", the park has continuously provided "full-cycle, all-round" companion-style services for enterprises. The signing and settlement of numerous high-quality enterprises will further optimize the park's "One Core and Three Zones" industrial layout. As introduced, the "One Core" refers to the Core Science and Technology Innovation Zone, integrating functions such as innovation incubation, pilot-scale testing, and inspection. The "Three Zones" consist of the Stock Quality Improvement Zone for upgrading existing enterprises, the Key Agglomeration Zone for undertaking key projects, and the Future Expansion Zone reserved for long-term development.

  Notably, since Chengdu launched the "Park Establishment and Full Occupancy" initiative, the Liu brothers, together with their "Hope Group-led" enterprises, have responded actively. Centering on fields such as healthy food and talent training, they have increased investment scale and expanded production capacity in their hometown of Xinjin to contribute to its development. Among the projects signed this time, the total investment reaches 5.7 billion yuan, which will realize a full industrial chain layout in Xinjin covering livestock and poultry breeding, food machinery, talent training, and intensive food processing. In the future, the "Hope Group-led" enterprises will extensively leverage technological empowerment and new quality productive forces to promote the transformation and upgrading of the healthy food industry towards greenization, intelligence, and high-endization.
