On March 19, the Chlorate Industry Annual Conference of the China Inorganic Salts Industry Association was grandly convened at Chengdu Homeland Hotel. Hundreds of representatives from chlorate manufacturers, research institutes, and the upstream and downstream of the industrial chain across the country gathered in Chengdu. Centering on the theme of "Forging Synergies for a Win-Win Ecosystem, Reshaping Industrial Value", they conducted in-depth exchanges and jointly explored the directions and pathways for the transformation and development of the chlorate industry.

The conference kicked off with the solemn national anthem at 9 a.m. on the same day. Wang Xiaofeng, President of the China Inorganic Salts Industry Association, delivered a welcome address. He affirmed the work achievements of the Chlorate Industry Branch over the past year: as an important component of the inorganic salts industry, the Branch has provided robust support for addressing common industry challenges and steered the sound development of the sector through the establishment of regular communication mechanisms and research into critical industry pain points.

Wang Xiaofeng pointed out that 2026 marks the inaugural year of the 15th Five-Year Plan period. The chlorate industry must fully implement the dual carbon goals and advance its transformation towards high-end, intelligent and green development. Specifically, the industry should boost technological innovation and organize research efforts to tackle core technologies such as high-efficiency electrolysis and high-purity chlorate preparation. Meanwhile, it should explore the application of artificial intelligence in production processes to drive energy conservation, carbon reduction, cost cutting and efficiency improvement. It is essential to dynamically optimize the supply and demand structure, improve the statistical system for industry operation and the early warning mechanism for production capacity, guide the phased phase-out and restructuring of production capacity, expand emerging application scenarios including new energy battery materials and environmental water treatment agents, and make timely layout for the international market to absorb excess capacity. The industry should also build a self-regulatory ecosystem, promote the implementation of the Self-Regulatory Convention on Prices in the Chlorate Industry, reject vicious price competition, and set up a technology sharing platform to reduce R&D costs across the industry. Furthermore, the bottom line of safe development must be firmly upheld. Taking the implementation of the Law on the Safety of Hazardous Chemicals as an opportunity, enterprises should fulfill their primary responsibility for work safety, participate in the formulation and revision of industrial work safety standards, and explore an intelligent supervision model of "Industrial Internet + Work Safety" to achieve intrinsic safety in production.

At this conference, Cheng Wenzhao, President of the Chlorate Branch of the China Inorganic Salts Industry Association and General Manager of Sichuan Hope Deepblue Energy and Chemical Corp., Ltd., delivered a work report on behalf of the 5th Council. He made a comprehensive and systematic review of the industrial development achievements and the Branch's work progress over the past year. In the past year, the Chlorate Branch has greatly enhanced industrial competitiveness through standard formulation. In response to the newly issued discharge standards for perchlorate in industrial wastewater in Hunan, Jiangxi and other regions, the Branch took the initiative to organize industry seminars, accelerated the compilation of the Technical Specifications for Pollution Prevention and Control in Perchlorate Manufacturing Enterprises, implemented industry self-regulation, and promoted the green and sound development of the industry. Meanwhile, by establishing a technical exchange platform for enterprises and organizing core production backbones to conduct immersive technical training in advanced enterprises, the Chlorate Branch has promoted the optimization and upgrading of industrial processes and the overall improvement of safety management levels, demonstrating strong industrial resilience amid the complex economic environment.

He stated that the Outline of the 15th Five-Year Plan emphasizes the need to push forward the in-depth integration of scientific and technological innovation and industrial innovation, which is a prerequisite for the high-quality development of new productive forces. Looking ahead, the chlorate industry will proactively adapt to the development requirements of new productive forces, pursue the coordinated advancement of scientific and technological innovation and industrial innovation as core goals, and focus on three key tasks: establishing an industrial scientific research and innovation cooperation platform to tackle core technologies such as advanced wastewater treatment and electrolysis energy conservation, and contributing industrial wisdom to the "Special Program for Green and Low-Carbon Technology Breakthroughs in the Chlorate Industry"; officially releasing the Technical Specifications for Pollution Prevention and Control in Perchlorate Manufacturing Enterprises in the first half of this year to enable the industry to meet the new national requirements for the green, low-carbon and high-quality development of the economy and society.

Today, "Made in China" is evolving into "Intelligent Made in China", boasting broad prospects for industrial transformation and upgrading. Against this backdrop, a growing number of countries, enterprises and investors are looking to and engaging with China, regarding cooperation with China as their "top choice". Cheng Wenzhao noted that the Chlorate Branch will actively participate in the formulation of ISO international standards to elevate the international discourse power of China's chlorate industry. It will build an international production capacity cooperation platform and host the first China Chlorate International Production Capacity Cooperation Forum in the second half of this year, facilitating the in-depth integration of the industry's technologies, products and services into the global industrial chain. In addition, the Branch will simultaneously advance the development of green factory demonstration projects, the construction of a digital platform for "Industrial Internet + Work Safety", and special campaigns for the improvement of intrinsic safety, making green development, intelligent manufacturing and responsible operation the new hallmarks of the chlorate industry.

During the conference, experts in the fields of safety, carbon peaking and carbon neutrality, energy conservation, and automation were invited to share policy updates and cutting-edge technologies. Three sub-venues focusing on sodium chlorate, perchlorate and sodium chlorite were set up, where special discussions were held on technical, market and policy issues in these segmented fields.

The convening of this conference has built an efficient exchange and docking platform for the chlorate industry, clarified the directions and pathways for the high-quality development of the industry in 2026 and the entire 15th Five-Year Plan period, and vigorously accelerated the transformation of China's chlorate industry from a "participant" to a "leader" in the global industrial chain.
