On April 28, 2026, the Energy Storage Branch of China Battery Industry Association officially released three group standards: Technical Specifications for Virtual Power Plant Operation, Technical Guidelines for Planning and Configuration of Distribution Transformer District-Side Energy Storage, and Technical Specifications for Grid-Forming Electrochemical Energy Storage Systems Connected to Distribution Networks. As a leading new energy storage R&D and manufacturing enterprise in western China, Chengdu Hope Newenergy Technology Co., Ltd., a subsidiary of Continental Hope Group, was invited to participate in the entire standard development process with its profound technological accumulation and industry influence.



01 Technical Specifications for Virtual Power Plant Operation
This standard specifies technologies for all links of virtual power plants, including technical architecture, access and grid-connection management, terminal equipment, platform construction, dispatching and operation, market trading, performance testing, response evaluation, safety specifications, and risk management. It is applicable to the operation and management of virtual power plants, providing overall scientific guidance for the construction, operation and high-quality development of virtual power plants.
02 Technical Guidelines for Planning and Configuration of Distribution Transformer District-Side Energy Storage
This guideline specifies the technical principles related to site selection, capacity determination, battery selection, and techno-economic evaluation of distribution transformer district-side energy storage. It is applicable to the site selection, capacity determination, planning and design of distribution transformer district-side energy storage in distribution networks of 35 kV and below.
03 Technical Specifications for Grid-Forming Electrochemical Energy Storage Systems Connected to Distribution Networks
This standard specifies the technical requirements and performance evaluation methods for grid-forming electrochemical energy storage systems connected to distribution networks, covering grid adaptability, fault ride-through, inertial response, damping control, primary frequency regulation, overload capacity, grid-islanding switching, black start, mode switching, power quality, relay protection, information and communication, and power quality monitoring. It is applicable to the construction, grid connection, commissioning, testing, inspection and operation of new, reconstructed and expanded grid-forming electrochemical energy storage systems connected to distribution networks of 35 kV and below. Other types of distribution network-side grid-forming electrochemical energy storage systems shall be implemented with reference to this standard.
